Citgo Petroleum cleans up its act


The Story
Citgo Petroleum Corporation plans to air television spots and buy full-page ads in large newspapers to help polish the image of the Venezuela-owned company, according to The New York Times.
 
The gas refiner is wholly owned by the country of Venezuela, whose leader recently vilified U.S. president George W. Bush. In an address to the U.N., Hugo Chavez called the president a “devil” and continued his criticism of the United States and its policies.
 
Not long after Chavez's tirade, 7-Eleven Inc. decided to drop Citgo as a supplier of gasoline. The chain denied the move had anything to do with Chavez, but not many observers doubt their explanation. Some critics planned to boycott Citgo’s gas stations and organize protests. In short, Citgo’s image took a beating.
 
The Research
To answer the criticism, Citgo embarked on a brand-boosting campaign that included big newspaper buys.
 
The full-page ads – designed by Kansas City, Mo.-based Barkley – ran in USA Today, the New York Times and several other papers. They were presented as a letter from Feliz Rodriguez, chief executive, with the headline “Citgo Sets the Record Straight.” The ads detailed the canceled 7-Eleven contract, Citgo’s track record as a big employer of Americans, and its exemplary corporate citizenship.
 
According to Jennifer Moos, general manager of brand development at Citgo, the company feels like it has survived any Chavez-related fallout. Sales haven’t fallen off precipitously and the threatened boycotts and protests never materialized.
 
Nevertheless, Moos said the company plans to continue its image-building campaign through the end of March.
 
According to The List database, Kansas City, Mo.-based Barkley (formerly Barkley Evergreen & Partners) is Citgo’s agency of record, an account held since 1998.
 
According to Nielsen Monitor-Plus, Citgo spent about $11.5 million on media last year. About $3.5 million was spent on national magazine advertisements and $2.8 million went to spot television ads.
 
The Direction
Barkley appears to have the hold on Citgo’s current image-building campaign. However, public relations agencies and agencies with experience handling corporations with tarnished images may want to approach Citgo. Few people realize Venezuela owns Citgo – and the company should aim to keep it that way.
